MoH’s overvigilance torpedoes amendments to the price margin registry
The Association of International Pharmaceutical Manufacturers (AIPM) approached the Russian Government with a letter in which pharmaceutical companies ask for help in overcoming the controversy between the MoH and the Federal Antimonopoly Service (FAS). The meat of the issue is as follows: if a company wishes to make changes in the price margin registry regarding a manufacturing site, the MoH forwards the documents to the FAS for approval of a maximum sale price. However, the FAS sends the documents back as the maximum price does not change in this case and, consequently, there is no need for approval. As a result, manufacturers cannot release their drugs to the market.
