Russian medical device manufacturers actively defend their interests in state biddings
For nearly a year, the Russian medical industry has been living according to the new rules pursuant to the government resolution # 102. However, the time tells that there are many pitfalls on the way to achieving the goal of this document that set a priority of the local companies over foreign players in the state biddings. Seemingly, this regulatory document has clearly defined the rules of game by limiting access of foreign companies to the state bidding procedures in Russia provided that local companies have similar products. Nonetheless in practice, foreign colleagues appear to have a lot of tricks up their sleeves.

The regulators have corrected a dangerous mishap that slipped in Federal law # 61-FZ after numerous amendments
In 2016, foreign pharmaceutical manufacturers may provide GMP certificates issued abroad to confirm their drug registration in Russia. The regulation amending the Federal law # 61-FZ was signed by the President of Russia in late 2015. In response to charges of lobbying their interests at the legislative level that has resulted in postponing the site inspection starting date, foreign manufacturers remind that the date of January 1, 2017, has been stipulated back in the Federal law # 429-FZ and that by another amendment to 61-FZ the regulators admit that the Russian Inspectorate is not ready to inspect foreign manufacturers’ sites in 2016.

Presidential Advisor Herman Klimenko: “Come and shovel”
In late November, 2015, Herman KLIMENKO, then the Chairman of the Board of the Internet Development Institute, presented to President Vladimir Putin his proposals on drafting a long-term development program for the Russian Internet and other economic sectors, including medicine. Quite unexpectedly, in December, Mr. Klimenko was appointed to the position of the Presidential Advisor. By coincidence, at that time PharmVestnik planned to make an interview with him regarding future development of remote medical services. There were worries that Mr. Klimenko is so busy now that it would be very difficult to make an appointment with him. However, the Presidential Advisor is willing to talk to journalists, and he spared some time for PharmVestnik right before the New Year.

A demo mode launch
Functioning of common EEU Pharma market is impossible without basic agreement ratification
January 1, 2016, is most likely to be considered a “birthday” of the common drug and medical device market in the EEU member states. This date is defined in the international agreement. In 2015, all member states except for Russia ratified agreements on common drug circulation principles and regulations within the EEU framework. Therefore it is still not clear whether it is possible to talk about a common market launch as a reality. However, the Eurasian Economic Commission (EEC) is not given to making a drama out of the situation. After reviewing three dozens of projects in the drug and medical device circulation area in late December, the EEC declared that an important step to an efficient launch has already been made.

A trillion ruble target achieved
According to preliminary Alpha Research & Marketing (AlphaRM) estimates, the Russian Pharma market size exceeded a trillion rubles as of 2015. The company presented a Russian Pharma market analysis for 2015 and forecast for 2016 at a special event in Moscow.

Kazakhstan sets up a Pharmaceutical Institute
